Facebook (by Meta) is responsible for the exact implementation, in particular the decision on the placement of the ads with individual users. The joint controllership is limited to the collection of data and its transmission to Meta Platforms Ireland. Subsequent data processing by Meta Platforms Ireland is not covered by this.
